National Irrigation and Energy Efficiency Improvement Project
Narrative Description of Project:
Due to its arid climate, Uzbekistan depends heavily on irrigation and drainage systems to sustain agriculture and rural livelihoods, as nearly half of its population lives in rural areas.
Water for agriculture is drawn from the Amudarya and Syrdarya Rivers and their tributaries, which are also utilized by neighboring countries, resulting in varying annual water allocations.
This irrigation network — the largest of its kind in Central Asia — is vital for the agricultural sector, which uses about 90% of the country’s water resources and contributed 25% to Uzbekistan’s GDP in 2022.
Description of Actual Services Provided by Your Staff Within the Assignment:
• Screen project activities and identify key social safeguard issues relevant to the project’s objectives and scope.
• Identify and analyze key stakeholders directly affected by the project, both positively and negatively, to define their roles in achieving social development outcomes; conduct a Baseline Socio-economic Survey.
• Conduct Public Consultations with affected and interested parties.
• Develop the Environmental and Social Commitment Plan (ESCP).
• Develop the Labour Management Procedures (LMP).
• Prepare the Resettlement Policy Framework (RPF).
• Prepare the Gender Action Plan (GAP).
• Prepare the Stakeholder Engagement Plan (SEP).
• Develop the Grievance Redress Mechanism (GRM).
