Electricity Sector Transformation and Resilient Transmission

The ESTART Project is implemented in accordance with the Loan Agreement between the World Bank and the Republic of Uzbekistan, signed on March 2, 2022, and Presidential Decree No. 113 dated February 3, 2022, “On measures to implement the project ‘Electricity Sector Transformation and Resilient Transmission’ with the participation of the World Bank, as well as to develop and improve the efficiency of power transmission grids of the Republic.”

The “Koltsevaya” substation provides further development of the main power transmission lines, as well as external power supply to large consumers and the population of the Tashkent and Syrdarya regions.

Under the assignment, DEEX provided services including preparation of the Inception Report, enumeration of project-affected structures, a Baseline Socio-economic Survey, a survey of commercial establishments, community and stakeholder participation and focus group meetings, and preparation of a Resettlement Action Plan (RAP) or Social Due Diligence Report (SDDR).
