Regional Road Development Project (RRDP)

The Project will finance part of the priority regional road rehabilitation program in Uzbekistan. The Project will be implemented in four of the thirteen regions of Uzbekistan, namely Ferghana, Andijan, Tashkent and Namangan regions. The Project is expected to cover the rehabilitation of approximately 400 km of regional roads.

The roads included under the Project were selected based on road data analysis and economic criteria, including pre-feasibility screening. Specifically, the Project will finance rehabilitation works including structural renewal, as well as existing ancillary road connections such as crossroads, access roads and drainage systems.

The Project will also support the integration of road safety considerations into the design of the project road sections and their subsequent implementation, with the objective of mainstreaming these practices across road development activities.

Under the assignment, DEEX updated the Environmental and Social Management Framework in the social section and the Resettlement Policy Framework for the project. The assignment also included updating Environmental and Social Management Plans in the social section and Resettlement Action Plans (RAPs), including preparation of research tools, collection and analysis of data from socioeconomic studies or censuses, and consultation sessions with affected populations.

The work included social impact assessment, social surveys, and support for maintaining acceptable standards for managing project social impacts during implementation. DEEX monitored the implementation of RAPs, including public consultation processes, land acquisition, accommodation or land replacement, livelihood restoration and grievance redress mechanisms.

The assignment also involved consultation with the Design Institute on Road Development and local stakeholders in the project areas, as well as translation of safeguards documents between English, Russian and Uzbek languages.
