Loan 3285-UZB: Northwest Region Power Transmission Line Project (NWRPTLP)

The project involves the construction and modernization of 110 kV and 220 kV substations and the construction of 220 kV power transmission lines from the Takhiatash substation in Karakalpakstan to the Sarimay switchyard in Khorezm.

Under the assignment, DEEX conducted due diligence on land acquisition for the expansion of substations and provided recommendations on whether the proposed project would require land acquisition and a Land Acquisition and Resettlement Plan (LARP).

DEEX prepared Resettlement Planning documents for seven sections of the NWRPTLP in accordance with the Asian Development Bank Safeguards Policy Statement (SPS 2009) and assisted the Project Implementation Unit of Uzbekenergo in safeguards implementation and monitoring.

The assignment also included public disclosure meetings with affected and displaced households, establishment of a Grievance Redress Mechanism (GRM), and development of a livelihood restoration programme for severely affected households. Safeguards documents were also translated from English into Russian and Uzbek.
